Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER3) is a non-profit organization that supports crisis-affected communities to build back better. GER3 clears the debris left by a disaster, provides temporary facilities and immediately starts the reconstruction process with a particular focus on affected homes, schools and health facilities. GER3 is committed to using sustainable, culturally appropriate and community-led interventions. GER3 works in partnership with a range of international and national entities.
Since Hurricane Dorian struck the Bahamian Islands in September 2019, GER3 has been actively involved in the relief and recovery efforts in the Bahamas. Beginning on the island of Grand Bahama and now working on Abaco, GER3 has led debris management and sustainable recovery programs focused on communities and schools. GER3’s programs continue to focus on the rehabilitation and reconstruction of public schools, hurricane shelters and critical housing needs for vulnerable populations.
Position
The GER3 Program Director position is based in Abaco, The Bahamas. The Program Director is responsible for overseeing and managing all GER3 projects in the Bahamas. This includes the rehabilitation project for the Central Abaco Primary School (CAPS), the hurricane shelters and vulnerable homes rehabilitation project, as well as additional GER3 recovery/reconstruction programs. The Program Director manages aspects of recovery and reconstruction programming development and implementation, including supporting team security management, financial management, human resources management, partnership management and other aspects of operations delivery. The Program Director is additionally responsible for leading donor relations, program and budget administration and reporting. The Program Director ensures that the GER3 team is operating safely, productively, according to budget and (most importantly) meets the needs of the communities GER3 serves.
Specific Project Manager Responsibilities and Duties
Lead and manage GER3 operations in the Bahamas to ensure they meet required deliverables and to ensure efficiency, quality, timely, and cost-effective management of resources.
Measure GER3 program performance against overall program objectives and targets. Work with fellow team members to make necessary adjustments to improve program performance.
Manage GER3’s program budgets in coordination with Project Managers.
Implement and manage robust financial management processes and systems, including managing and conducting payment of local contractors and cash for workers.
Support procurement process to ensure GER3’s procurement policy is adhered to across projects; further develop GER3’s procurement policy to reflect practicalities on the ground and compliance with donor obligations
Develop a new system for inventory and asset management.
Lead the preparation of internal and external reports, including weekly sitreps and project reports.
Ensure reports are developed and submitted to donors and partners according to donor agreements and plans.
Manage communications and ongoing dialogue as a key facilitator between the GER3 project team members, partners (particularly the communities and GER3 donors) and GER3 headquarters.
Attend and present updates at relevant meetings, including weekly coordination meetings and donor and partner meetings.
Ensure that GER3 is meeting the highest levels of partner satisfaction.
Identify opportunities for GER3 to continue and augment Bahamas recovery programming.
Lead proposals and develop project plans for new opportunities in the Bahamas.
Manage and support GER3’s Project Managers and Bahamas team.
Evaluate the performance of local GER3 program staff, ensuring that all team actions are consistent with GER3 values and support team members with performance improvement.
Ensure the safety and security of the GER3 project teams, partners and the communities being supported.
Oversee with program support staff, the GER3 national human resources processes including: Recruitment, Hiring, Compensation, Performance management
Provide effective and inspiring leadership, as well as stewardship, of all local GER3 programming.
Recommend adjustments and improvements to GER3 project procedures, policies, and standards.
Plan for risk management and continuity of operations.
Other duties as assigned.
SPECIFICS
This position will begin August 1st, based in Abaco, for an initial period of 3 months, with possible extension. All reasonable expenses (shared housing, food, transport, communication) associated with this work will be covered by GER3. Compensation for this position will be discussed and negotiated based on the candidate’s experience and qualifications. GER3 welcomes interested candidates to submit CVs and cost proposals.
QUALIFICATIONS
5+ years of relevant program management experience in the humanitarian or development field.
Relevant Master’s Degree or equivalent experience is highly desirable.
Relevant humanitarian, shelter, recovery or reconstruction experience is highly desirable.
Experience managing program budgets.
Excellent report writing and communication skills.
Knowledge and proven ability in risk management, security and safety in complex environments.
Strong relationship builder and communicator with experience leading diverse teams and partnering with a wide range of stakeholders.
A demonstrated high level of personal responsibility, self-motivation and leadership ability.
Smart and strong organizational skills, detail-oriented with the ability to handle multiple priorities and projects under tight time constraints.
Demonstrated professional aptitude that includes, but is not limited to, being responsible, disciplined, adaptable, accountable, client-focused and having a strong work ethic. “Can-Do”, positive attitude and ability to overcome significant challenges by using problem-solving techniques, open-mindedness and adaptability.
